fight against light pollution, the full text of Phil's
Master's thesis that studied the
design of a more energy-efficient, less obtrusive outdoor lighting system
from an environmental/energy management perspective is available for free
download. It just might help
someone convince the elected officials at City Hall that better lighting
will actually save money, which is an important consideration to their
